   Improve the accuracy, coverage, and accessibility of birth, death, marriage registrations, and national ID issuance to support governance and service delivery.

3. Promote Good Governance and Decentralization
   Support effective regional and local administrations to foster inclusive development, transparency, and community participation.

4. Advance Peacebuilding and Conflict Resolution
   Facilitate dialogue, reconciliation, and traditional dispute resolution mechanisms through engagement with elders, community leaders, and civil society.

5. Improve Immigration and Border Management
   Enhance border control infrastructure and processes to secure Somaliland’s territorial integrity and regulate migration flows.

6. Develop Institutional Capacity and Staff Professionalism
   Invest in training, resource allocation, and institutional reforms to improve the Ministry’s operational efficiency and accountability.

7. Ensure Effective Policy Planning, Monitoring, and Evaluation
   Utilize evidence-based approaches to plan, track, and assess Ministry programs and adjust policies as needed.
