Mission

To support the Ministry of Interior through the development of sound policies, coordinated strategic planning, and systematic monitoring and evaluation of programs to ensure transparency, effectiveness, and accountability.

Departmental Strategic Goals

  1. Strengthen Policy Development and Coordination

    • Lead the formulation, review, and updating of Ministry policies and frameworks.

    • Ensure alignment with national development plans (e.g., Somaliland Vision 2030).

    • Facilitate interdepartmental policy harmonization and coherence.

  2. Develop and Oversee Strategic and Operational Plans

    • Coordinate the development of annual and multi-year strategic plans for all departments.

    • Establish departmental work plans with clear objectives, timelines, and performance indicators.

    • Guide regions and agencies under the Ministry in localized planning.

  3. Establish a Robust Monitoring and Evaluation (M&E) System

    • Develop standard M&E tools, guidelines, and frameworks for internal use.

    • Conduct periodic reviews and field assessments of Ministry programs.

    • Track implementation progress, budget utilization, and results achieved.

  4. Promote Data-Driven Decision Making

    • Collect, analyze, and disseminate statistical data on Ministry activities.

    • Support evidence generation through research, surveys, and impact evaluations.

    • Maintain a centralized data and knowledge management system.

  5. Support Capacity Building for Planning and M&E

    • Train Ministry staff at national and regional levels in policy development and M&E techniques.

    • Create a community of practice for sharing lessons, tools, and best practices.

    • Partner with academic and technical institutions for technical support.

  6. Ensure Stakeholder Engagement and Feedback Integration

    • Involve citizens, civil society, and development partners in the planning and evaluation processes.

  7. Generate and Publish Periodic Reports

    • Produce quarterly and annual performance reports for leadership and the public.
